FLICEK, Dallas John Former Palm Springs Assistant City Manager Dallas John Flicek, 81, died Feb. 3, 2020 at his home in Banning, CA. Surrounded by his loving family. 
At his request, no service will be held. 
He was born August 23, 1938 in Erin Township, Rice County Minn., to John and Beatrice Flicek. He grew up working the family farm before graduating from the College of St. Thomas, St. Paul, Minn. with a BA in accounting. After graduating Mr. Flicek went on to work in public accounting for the firm of Peat, Marwick, Mitchell & Co., Minneapolis certified public accountants. In 1962 he joined the military and served with the U.S. Marine Corps until 1965 as air intercept control officer with the rank of Captain. From 1965-1966 he worked as a Municipal auditor for the firm of Diehl, Evans & Co., Santa Ana, CA. In December 1966 he accepted the position of City Finance Director and Treasurer for the City of Palm Springs, CA. In 1968 Dallas pioneered and designed the first all-encompassing municipal accounting system. Leasing an IBM 1130 computer system and the services of two IBM programmers, he and staff worked nearly around the clock for three months to roll out the initial system. In September 1978 he was promoted to the position of Assistant City Manager which he held for 23 years until his retirement in December 2001. In that 23 years he gained the respect of all competing sides as an honest and fair public official. Upon his retirement in 2001 the Agua Caliente Band of Cahuilla Indians presented him with a ceremonial blanket traditionally given to important elders. 
Dallas was predeceased by his brother John. He is survived by his wife of 34 years Althaea; son David; daughter Heather; Dallas will be lovingly remembered by nieces and nephews Laura, 
Jeffery, Theresa, Michael, Joshua; his formerly adopted stepsons Scott, Lewis; the mother of his son, Patricia; and many others.
