Phillip Ulysee Leggett was born in Georgetown County, South Carolina on February 27, 1924 to the late Gamelia and Missouri Leggette.

He attended school in Georgetown County. He was inducted into the army in 1943. He served continuously from July 1943 in the Regular Army and the United States Air Force. He served overseas in Okinawa for 27 March 1948 to 6 to 1949, and in France from 1 April 1956 to 31 March 1959.

During his military service, Sergeant Leggett received the following decorations and awards:
Good Conduct Medal, Silver Clasp with 1 Loop
Air Force Good Conduct Medal

Throat is military service, so I don’t like it give faithful and conscientious service to his country. His standard of conduct a leadership provided an excellent example for those associated with him during his military career.

He was married to the late Adelene Leggett in 1954. To this union was born one daughter, the late Phyllis Ann Leggett.

He is survived by his stepson, Clinton V. Hodge, two grandsons, Mark D. Campbell and Steven M. Campbell, and grandchildren Dr. Kimberly Spears, Jerri Fritz, Christopher Hodge, and three great-grandchildren.
